How to understand NYS campaign finance information?

Can anyone explain the New York State campaign finance filings?

Here's a video that walks through the filings and it is not clear what they actually mean. 

Many things have no explanation and no detail.

It shows

But the search for "Kings County Democratic County Committee"

To the general public this all looks incomprehensible.

Where is the spending explained?

This is using public funds.
